The FCC has released a Notice of Inquiry (NOI) seeking industry input on plans to “ensure that every American has access to broadband capability.” The NOI is the result of the recent “American Recovery and Reinvestment Act of 2009,” also known as the “stimulus package.” In that Act, Congress charged the FCC with creating a national broadband plan.
